Two River's Correctional Institution (TRCI) is located along the Oregon / Washington border in north central Oregon just outside the city limits of Umatilla, Oregon.
TRCI is a combination Medium / Minimum custody Institution designed to hold approximately 1550 male inmates. Two Rivers has affectionately been named "the rock" by inmates as it has been constructed on top of a rock plate. In fact, fill dirt and top soil was brought in to provide an adequate amount of soil to cover the rock and to backfill around the concrete. The institution itself was built to handle medium custody inmates but could be easily converted to house maximum custody inmates.
When Two Rivers opened, and still today, some of Oregon's worst and most violent offenders were sent there. The design of the facility allows inmates to be segregated and more easily controlled in small groups. There has been one small scale riot (2001) at the institution where inmates took control of one housing unit which was safely diffused with only minor injury to staff. Since this time there have been a negligible assault rate against staff but it is has been increasing as the more violent offenders are being housed at Two Rivers.
Local 974 is currently comprised of approximately 250 Correctional Officers, Corporals and Sergeants. There are approximately 100 non-custody support staff located at the institution.
Local 974 has enjoyed a relatively good working relationship with the management at Two Rivers. To this we can say thank you and hope this positive relationship continues on into the future.
