Eastern Oregon Correctional Institution is located in northeast Oregon within the city limits of Pendleton, Oregon. Inmates are not allowed outside the secure perimeter due to its location and custody designation.
EOCI is a Medium custody Institution housing male inmates. The institution currently is configured to house approximately 1,565 male inmates. EOCI housed female inmates for a short period of time due to the states overcrowding of the state's prison system. There are currently no female inmates housed at EOCI since the opening of Coffee Creek Correctional Facility which now houses almost all of the states female inmates.
Local 3361 is comprised of approximately 300 Correctional Officers, Corporals and Sergeants. There are approximately 175 non-custodial staff who perform various duties including nursing, supervision of food preparation, clerical duties, counseling, etc. located at the institution.
Local 3361 has staged many informational picket lines within the community in order to resolve labor issues within their institution and on a statewide basis. Local union members are active in the political arena. Local politicians seek the political endorsement of the local in order to win elections. Local members participate in AFSCME's PEOPLE program at close to a fifty percent rate.
