 Meeting Minutes

August 10, 2001, 9:00 am

Issue:              Not enough security staff available today to cover posts, and to attend this meeting. 

SGT Edwards left immediately to cover a post.  CO Ciampi left to cover Unit 8, but returned within a few minutes after Brad Heath was able to arrange for coverage on Unit 8.                                     

Discussion:            Two SFFC vans were diverted from Klamath Falls fire to CRCI because of potential contraband issues.  Shake-down of vehicles and urinalysis of inmates was required.  Frank Thompson asked AFSCME if they wanted to continue meeting with less union representation than requested.  After a brief Union caucus, Jim Steiner stated he wanted to move forward with the meeting, but relieving staff to attend this meeting was important.

Action:            Management will review this problem, and take actions necessary to relieve union members as required.

Issue:              Future schedule for Security Labor/Management Meetings

Discussion:            AFSCME wants four members at each meeting. The meetings have typically been monthly (during the summer may be every six weeks due to vacations).  Management is comfortable with monthly meetings.  Union would like to explore Monday through Thursday, rather than Fridays.  6:15 AM time is acceptable.  Steiner would like to know when a date could be set.

Action:            Begin monthly meetings again. Next meeting is set for Tuesday, September 11, 2001 at 6:15 am.

Issue:              Labor Relations Philosophy

Discussion:            A memo written by Frank Thompson to all CRCI/SFFC managers was handed out to the meeting attendees.  Mr. Thompson read the memo verbatim. 

AFSCME asked if management says something is going to happen, and months go by with no action, how will it be dealt with?  Mr. Thompson stated that AFSCME should talk with responsible staff, and if there is no response, let Frank Thompson know and staff will be held accountable.

AFSCME also stated that “According to Mark Hunt (DAS), he has to sign off on every agreement made between labor and management.”  How do we deal with this? Mr. Thompson said management is interested in pursuing agreements at the facility level. We cannot change the contract (CBA), but there is a role for all parties to play.   AFSCME said they have no problem with DAS at the state-wide level, but feel DAS should not be involved on matters that only affect CRCI.  If  DAS is to be involved, they should be involved at the beginning or the middle, not at the very end.

Frank Thompson asked the union what can AFSCME do to be more proactive?  Bramlett said union was willing to help, just let them know how.

Action:            Thompson would like to invite DAS to attend discussions via e-mail, teleconference or in person

Issue:              Overtime Assignment Procedure

Discussion:            Management believes the overtime policy has inequities, is unclear, and has caused some inefficiencies. The policy needs to have simplicity and clarity for staff, equatability, and create efficiency of operation for management and staff

AFSCME said they have an interest in looking at the current policy to find out where the inequities are.  With the same interest in mind, look at what management believes should be changed.

AFSCME said they want to retain two items that are inequities

1)  Who gets mandatory overtime –– Availability

If two staff wants over time –– who gets? The most senior staff would get unless the most senior staff has worked overtime, then the overtime should go to the least senior staff.

2)  Resetting of the mandatory overtime list monthly.

Superintendent Thompson stated that he was concerned that the inequities that AFSCME wanted to retain in the policy would put line staff at a disadvantage in getting available overtime.  The inequities would also expose line staff to having to pull excessive amounts of mandatory overtime due to the fact that their names would be rotated to the top of the mandatory overtime list at the beginning of each month.  AFSCME representatives indicated that they still preferred the “inequities” remain in the policy.             

Management stated if we have staff available to deploy to hospital watches, we need to be able to do this without using overtime.  AFSCME said it has no problems with this concept as it is based on previously agreed to staffing levels and roster management.

Are we using our time wisely at this meeting in attempting to resolve differences, or should there be a sub-committee meeting to go over procedure.  Assemble a work group to dialogue and rewrite existing policy, and put together document to all parties satisfaction.

Action:             It was decided to continue discussion of policy changes in smaller work group that includes at a minimum Scott Campbell, Carl Bramlett , and Brad Heath.  Brad Heath will dialogue with Campbell to schedule.  This sub-committee should have a document to present to the full committee at the next Labor/Management Meeting on September 11, 2001

Issue:              Staffing Levels - Update

Discussion:            We have 71 represented Security staff and 2 M-17 (other Funded) Security staff for a total of 73 FTE’’s in represented status.

AFSCME asked if management has any knowledge of positions (one Sergeant, one Corporal, four Officers) being reinstated by DOC?  The answer was no on security series, only the Recreation Therapist has been reinstated.

Vacancies:

Lieutenant - One position vacant now (one voluntary demotion), and one more will be vacant on September 2, 2001 when a lieutenant transfers to CCCF.

Corporal - 1 vacancy due to termination. (Termination overturned by AFSCME)

Correctional Officer -  1 vacancy effective 8/19/01 (transfer to SFFC), 1 vacancy effective 8/19/01 (transfer to OWCC) and four vacancies effective 9/2/01 (transfer to CCCF).  There are also two other fund M-17 vacancies.  One correctional officer vacancy will be filled on 8/19/2001 with a transfer from SCI/MCCF.

Interviews are being scheduled for all classifications, and a Correctional Officer transfer list is being used to fill vacancies. Correctional Officer interviews are scheduled for August 15 and 16, 2001.

Other Absences:

Work out of Class - One staff currently filling the Staff Deployment position. One staff filling the Work Crew Coordinator position. No backfills for either.

Leaves of Absence - Five staff currently on leave of absence. Two additional staff have announced their intentions of taking leave.

Mr. Long stated CRCI has been slow in filling vacancies. We lost track of the number of long term leaves and the number of transfers.  He noted the delay was occasioned by the unexpected convergence of numerous staff promotions and transfers to CCCF; the biennium reduction in force; and an above-average number of extended leaves with pay.  Mr. Campbell expressed concerns about staffing levels, amounts of overtime, staff burn-out, and unsafe staffing levels.

Action:        Management should have a clear strategy to fill vacancies, and present this strategy at the next Labor/Management Meeting.
