Overtime Procedure - Update (Previous 1a)
Discussion:
Procedure has been signed and implemented.
Union says not posted in the institution procedure manuals.
Action:
Reed will check to see if posted. Stamper says on list of things to do
today. Posted Effective
8/01/00, after the meeting.

Issue #3:
Recognition and Awards Programs - CRCI
has a past practice of honoring staff and recognizing achievements.
This practice appears to have been discontinued.
Is there a Recognition or Award program currently in effect?
How does this affect morale?
Discussion:
Committee has 11 members. Sgt.
J. Rainey is the Chairperson. Officer
& Employee of quarter for 1st and 2nd quarter have
been selected. CRCI awards
ceremony being scheduled. Nominations
have been submitted to Salem. Union
Representatives were again invited to become members of the committee.
Recommendations
for D. Gonzales for a life saving award, and ODOT Crew supervisor for an
outstanding service award are being prepared for next year’s DOC awards
presentation.
Action:
Remove from Agenda. First
and Second Quarter Awards scheduled for 8/3/00 at 10:00 am

Issue #4
Security Staffing.....(Previous
#5)..................................................................................Union
How
many security staff (FTE’s) are budgeted at CRCI?
What is the current number of security staff vacancies?
How many temporary hires are employed now as security staff?
How Many security staff are currently on long term leave or otherwise
unavailable for work? How many security staff have yet to attend DPSST?
Discussion:
Herman Green is transferring to TRCI.
Number of positions are still the same - 5 Lts; 8 Sgts; 10 Cpls; 59 or
60 officers. Two staff on
Military Leave; One staff on Medical Leave; two temporary hires, and four
staff still needing to go through DPSST.
Concern is vacations not being approved.
This is for day to day vacations, not bid vacations.
Action:
Remain on Agenda for staffing update.

Issue #5:
Work Crew Assignment Process - Management
Discussion:
Experimental process has
been discontinued at the Union’s request. We will use process that was in place before
experiment. Shifts and days off
will be bid consistent with the Collective Bargaining Agreement.
Union has no problem if management creates a 4th shift for
the work crew supervisors.
Action:
Management will
go back to original process.

Issue #6:
Relief Coverage in the CRCI Production Area - Management
Management
is concerned about union members being advised to refuse instructions to work in the CRCI Production/Warehouse area.
Discussion:
Concern of management is that union has been advising security staff not
to provide relief for production coordinator position.
Union - “Is this position an OCE position or CRCI.”
Management - This is CRCI AFSCME non-security position.
Union - Labor relations has
indicated there is to be no crossing over from one bargaining unit to another.
Management - We are unaware of no
crossing over between security and non-security.
Supervision of production area is basically a security issue when regular
staff are not there. Need to wait
and review SRCI arbitration
decision. This position is not an
industries program. There are many
areas in the institutions when non-security and security staff cross over to get
the job done. With the work
crew program we have security and non-security staff working the program.
Have always relieved non security staff with security staff.
This has been standard procedure. We
understand position around vacations with staff not being able to get day to day
vacations. Union had
misconception this position was an OCE position. The Union makes
suggestion that management bring up at non-security meeting to get
approval of non-security union to have security relieve position.
Union suggested need for a letter of agreement.
Mr. McGee did not feel it was necessary to receive AFSCME non-security
approval.

Issue # 7:
Electronic Mail Distribution List - Union
Oregon
AFSCME Local 3941 (CRCI Security) requests a mailing list of represented
Security Staff to be Created for its use.
Discussion:
Would like DL list for all security represented staff only.
SRCI Local Union has such a list for distribution to their members.
Distribution lists are created centrally.
Will need to do some research on. This
will create one more list to be updated

Issue #8
Working Files - Union
On
occasion Security staff find documents have been added to their working files
without their knowledge which potentially negatively affect them.
The Local Union requests that all documents placed in employees working
files be provided to staff in the form of copies or signatures affixed.
The intent is to give the employee opportunity for immediate rebuttal or
the opportunity to change.
Discussion:
Employee should be notified of what is put in file. Management - If
something negative is pending on an employee, the employee should know about it.
Green cards on employees kept in OIC’s office are meant to keep OIC’s
informed on what is going on with staff, and are available for staff to review
Action:
ISM will review the CRCI working file format and process.

Issue #9 Inmate Hair
Relaxer - Union
Female
inmates can now purchase hair relaxer as a canteen item.
A process has been implemented to control the item.
Security staff have raised concern that the product may be caustic and
therefore possibly creates a threat to staff safety.
Discussion:
Staff have concern this a caustic product
and may cause a possible threat to staff safety.
Smith has researched and this product is the least caustic of all the
products. Some institutions are now providing these items without
supervision. CRCI has process in
place to use with supervision to be sure it is used properly and disposed of.
If inmates not allowed to have at CRCI when allowed to have at other
institutions, this is disparity of treatment.
Ask staff to forward concerns in writing to ISM so this can be taken to
statewide labor management meeting. Mancino
has information on non-caustic product. Mancino
will forward to G. Smith for him to look at.

Issue #10:
Work Crew Supervisor Boots -
Union
Through
the Statewide Labor/Management process it was determined work crew supervisors
shall receive work boots as part of their required PPE’s.
How will this be implemented at CRCI?
Discussion:
Vendor was no show on 7/10, Returned on 7/17 to fit staff.
One staff was fitted. Smith
has sent memo to T. Woodvine in purchasing to get permission to use a local
vendor, rather than one from out of state.
We are working on this issue. When
new rotation is in place, will the new staff get boots? Yes. Union
concern is all work crew supervisors get PPEs and/or boots.

Issue
#11: Correctional Officer Issuing
Medication - Union
On
Housing Units 7 & 8 Correctional Officers are controlling and distributing
controlled medications to inmates. The
Department Rule, 291-124-0070(11) states: “all medications shall be
administered by appropriately trained health care personnel in accordance with
the laws and regulations governing drug administration.
Inmates may be allowed to administer their own medication when the
medication is on the approved self-medication list and, in the opinion of the
health services employee, the inmate is appropriately able to take his/her own
medication.” The Local Union
requests formal confirmation if security staff are working within their scope of
employment in regards to issuing controlled medications.
Discussion:
In units 7 and 8 controlled medications are stored in locked boxes. Correctional Officer unlocks boxes and identifies inmate and
hands blister pack to inmate, after inmate takes meds, staff return pack to box.
It is the Union’s contention this constitutes correctional officer
issuing medication. Union has requested list of meds from Health Services Manager
but have not received as yet. Why
can’t these meds be kept in their personal property if eligible for self
medication? Inmates tend not
to take and to trade to other inmates. Staff
are ensuring inmate is getting proper blister packs. Union - Are correctional officers protected while working
under this process? Management - To
our knowledge, yes. The liability
will come on DOC as officer is following process that has been set up.
Union - It has been indicated that staff have been trained in the
process. In talking to staff this
does not seem to be the case. Staff state they have not been trained.
Units 7 and 8 have been used as light duty posts.
Staff are assigned randomly and on as needed basis, overtime also.
Action:
Medical Manager will be contacted to provide controlled medication list.
McGee will check into liability of C/O working in scope of employment and
training. Will see about getting a
list of the medications, and determine if training has been completed or more is
necessary.
