Review and Approval of previous minutes.
Discussion:
Changes will be made as presented by
Campbell.
Action: Approved as changed. Format will remain the same

Issue
#1a: Overtime Procedure
- Update
Discussion:
Has the final draft been approved and distributed?
Final draft has been approved, but has
not been finalized.
Action:
Premo will check with Heldstab to see if procedure has been
typed and sent to McGee for signature. Procedures
needs to implemented.

Issue
#2
Staff Accountability: Property Control - There
appears to be differing levels of personal property within the institution
depending on work location. What
type of property is authorized to be in the institution?
Should there be different treatment for different areas of the
Institution? Does personal
property within an institution compromise security?
Discussion:
Have spoken to Managers. In
process of preparing form to be finalized as a procedure and get signed.
Action:
Remove from Agenda.

Issue
#3:
Recognition and Awards Programs - CRCI
has a past practice of honoring staff and recognizing achievements.
This practice appears to have been discontinued.
Is there a Recognition or Award program currently in effect?
How does this affect morale?
Discussion:
Malizio has members for committee and will be meeting early June - Lange,
Puckett, Paynter, Rainey, Greg Smith, Joe Yeaney.
Employees of the Year was announced at awards ceremony - needs to be
posted on E-Mail or bulletin board.
Action:
Post 1999 awards on E-Mail or bulletin
board.

Issue #4
Portable Radio’s - The
portable radio situation has not seemed to improve. On April 20, 2000 there were 22 radios with “out for
repair” tags on them. Radios are
being placed in service and within a few days they are being taken out of
services as they fail to transmit or receive.
Batteries are not holding charges. The
Union is prepared to advance this issue to higher levels if this will assist in
CRCI’s effort in resolving this issue.
Discussion:
LeRue has set up tracking system, have spread sheet.
After last meeting received 6 radios from EOCI.
Mahon has picked up radios needing repair (tagged) and brought back
batteries, now have 35 extra batteries. Mahon
will be able to keep us in batteries. Have
32 radios currently in inventory. Have
not put in order for any new ones at this point.
Also checked dead spots and tuned up the system.
Union - How about the car radios, seem to be losing CRCI when hitting
I-5. Management:
We are not hearing about these problems until L/M meeting - need to know
when problems occur. Will make up form to track.
Action:
Will follow up on tracking
form. Carl will talk to LeRue
regarding dead spots on car radios.

Issue #5
Security
Staffing.............................................................................................................Union
How
many security staff (FTE’s) are budgeted at CRCI?
What is the current number of security staff vacancies?
How many temporary hires are employed now as security staff?
How Many security staff are currently on long term leave or otherwise
unavailable for work? How many security staff have yet to attend DPSST?
Discussion:
Union: Suggesting this issue stay on the agenda for a long while.
Management: Why?
Union: Vacations are
becoming an issue (unbid, unscheduled, Etc.)
Management:
There are 5 Lts.; 8 Sgts.; 10 Cpls.; 59 or 60 officers. One
position picked up on PICs report we thought went away.
Of 59 officers, 8 are work crew - 4 GF, 4 OF(need funding).
Two of these vacant due to not having contracts - do not drive vacations.
77 represented staff. Two
vacancies (Other funded positions).
Have pool of applicants to fill vacancies.
Have one on board and one starts the 12th. Have two on military leave and one request
for family leave when needed. Six
staff still need to attend DPSST including one going through again.
Action:
None - discussion only.

Issue #6:
Practicum
Students........................................................................................................Union
What
is the purpose of practicum students at CRCI?
Are practicum students being used to accomplish work of the DOC?
Discussion:
Have program set up with PCC - schedule is determined by their needs;
on the roster for hours tracking only.
Expectation is to work with officers to learn skills.
Not to do any handcuffing, restraining,
working independently, do not have keys.
If fight breaks out, they are only to observe, not get involved.
OIC’s have learning requirements needed. Linda keeps records. Can
assist officers. Union: The reason
this came up - is shutting down
post in intake and using practicum to assist remaining staff. Management: Shut
down of one post in intake occurs anyway.
Union: Practicum student
shows up in unit and starts working - Unit officer did not know who was or what
he was doing.
Management: Did staff speak
to Sergeant Or Lieutenant? Union:
No. Management: This is staff responsibility to question and ask
Sergeant. This will be discussed at
OIC meeting. Practicums are
told to work with officers to learn rules and regulations.
If know answer okay to respond to inmate, this is part of skills learned.
If the practicum does not know answer,
they are to go to the officer. Just
want to know that Practicums know not to fake it. Management:
Should let staff know when have new staff or practicum students. Practicum will not being wearing badges.
Having them wear uniforms indicates they are part of security if they are
part of security.
Action:
Premo will review expectations with OIC at OIC’s meeting.
Will start posting new staff pictures again.

Issue #7
Work Crew
Supervisors.................................................................................................Union
Who
supervises Work Crew Supervisors when they are not scheduled to supervise inmate
work crews? How are their vacation
days being scheduled and is it in accordance with the vacation scheduling
procedure?
Discussion:
If someone puts in leave request and is denied, the work crew supervisor
puts in request for the same time and is approved, this creates a problem - does
not follow first come first serve basis. All
leave requests are coordinated through N. Smith.
Union: Makes suggestion if
want to have people do work crews, make a fourth shift.
Merit
rating are done with input with reviews from OIC’s, Work Programs, and ISM,
Action:
Union - The Work crew process we have agreement on at this time, will be
terminated for next shift rotation.

Issue #8:
Promotion and Maintenance of a Respectful
Workplace...............................................Union
Recently
an inmate submitted a written grievance against a staff member which contained
hostile, sexual, abusive or threatening language.
The staff member submitted a misconduct report on the inmate for their
actions as allowed under DOC rules. The
misconduct report was dismissed due to quoted case law (Bradley v Hall 1995).
A. What is the inmate grievance
review process?
B. What procedures are in place to
shield staff members from receiving hostile, sexual, abusive or threatening
language in the form of a written grievance from inmates?
C. At What point does the legitimate
penological interests of managing an institution come into play to discipline
inmates who use the grievance system to violate the rights of employees?
D. Who, in management service, is
here to protect the rights of staff members when they feel their rights have
been violated?
Discussion:
Letter - Union may take further action on.
Long reviewed letter and finding of facts on DR.
Hearing officer dismissed (Bradley v Hall case)
Long gave history of case. Can’t
discipline and inmate for filing grievance with hostile language.
No provision in rule to prohibit inmates from making suggestive remarks.
Staff are aware when coming to work they are subjected to abusive,
hostile language. We teach
staff how to handle these situations and Basic New Employee Orientation and
in-service..
How
can rule be changed? Mr. Cook and Mr. Schumacher are the keeper of the rules.
If you feel rule needs to be changed, you need to contact them.
Action:
