Issue #1 Review and Approval of Previous minutes
that were not expressed or were changed. If we put language in the minutes that is threatening, we have problem. If we put things in the minutes that were not said, we have a problem. Meeting minutes should not be the venue for literal statements.Discussion: During the review by the union, things appear to be put in
When minutes are reviewed by Union, changes
should be discussed before the meeting. The Union pointed out this is why we established the review process. Management may dispute recommended changes before the formal meeting.Herman noted that due to the meeting running
late, this may have contributed to discussion of minutes.Action: Minutes were approved as submitted with issue #6 being amended.

Issue #2 Overtime Procedure - Update
time - Leave in for now to see if monthly reports can be done without a large workload addition.. This may be possible only once a month due to work load.Discussion: Reviewed changes in procedure - Page 1, C- Voluntary over
"personal" is the correct spelling and usage - Union has no problem with usage.Under E - Mandatory - Policy word
Under procedure A-1 e-mail means
institutional E-Mail.A-2 - Will the new ISSD system solve the
problem of monthly overtime hours worked. Leave in sentence "The security manager will......all such assignments".B-1 - Delete first sentence and replace with
the last sentence in the paragraph. Change the word "may" to "will". Remove words "in addition to" and replace with "and/or by".B-3 - Remove words "when offered".
B-4 - First sentence - remove "monthly" and
add "at any time". Add sentence: "Correctional Series staff may add their names to the Voluntary Overtime List monthly. Switch order of sentences.B-5 - change to read "Designations of days of week and
shifts willing.........".C-4 - Remove "or unscheduled voluntary"
Action: Management and Union agree on procedure with the changes made.-

Issue #3 Vehicle Maintenance - When vehicles are take to the Motor
Pool for maintenance security staff are being pulled from posts. Are there other options for maintaining vehicles? Management to report back on options discussed, or other solutions from February meeting.will handle vehicles. Sgt. Edwards has worked out a deal with the motor pool to have a loaner available when car is taken down. Personal contact is needed with the motor pool to obtain better service. In process on assigning responsible manager to Kim Olerich.Discussion: Tovey's position is being reclassed to OS-2. This position

Issue #4 Staff Accountability - There appears to be differing levels
of personal property within the institution depending on work location. What type of property is authorized to be in the institution? Should there be different treatment for different areas of the Institution? Does personal property within an institution compromise security?inventories brought forward at this time.Discussion: Informal work done on this, but nothing formal. No

Issue # 5: Dress Code - Is there an expectation of professional dress
for individuals who work in an institution? How is the dress code applied to all staff, contractors and volunteers who enter CRCI?Expectation not being enforced. Working with managers in their departments to enforce the dress code. Opened toed shoes in Medical has been discussed with Supervisor - this is a safety issue. Smith can tell them to wear closed toe shoes. No final management directions have been issued.Discussion: ASAP has a specific dress code for contract staff.

Issue #6: Recognition and Awards Program - CRCI has a past practice
of honoring staff and recognizing achievements. This practice appears to have been discontinued. Is there a Recognition or Award program currently in effect? How does this affect morale?staff. Celebrations committee started for Correctional Employees Week and 10 year Anniversary. Still need section heads to come up with names for committee members. 1999 selections for employees of the quarter and year have not been posted.Discussion: Have 2 management volunteers for the committee. Need line

Issue #8: Communication Between Managers - Combined with Issue #9 -
Questions has been raised about how honestly issues are aired between managers and their superiors. Is there a silence about what is really going on? Misinterpretations and resentments have come from this "appearance" of silence and indifference. Additionally, there appears to be a lack of trust from the front line staff towards management.Outlook. Issue #9: Chain of Command - Combined with Issue #8 - What is the
current Chain of Command and how do issues get resolved using it? What is the Open Door Policy? How is supposed to work? What happens when a manager is unavailable or unwilling to meet? What is meant by handling issues at the lowest level?Discussion: See Discussion in Issue #8

Issue #10: Differences in Work Schedules - There appears to be
differences in how work schedules are designed and accounted for. How can equality be achieved? If you are in the Security Series there are strict time lines and hours of work versus working in Program Services, Medical or Administration. How is equality of working conditions and hours achieved? Who is accountable to ensure all staff are treated equally?action has been taken. Notices are going to staff regarding work schedules. Working relations can become strained when issues are raised.Discussion: Issues are being addressed by Mr. Seeley and corrective

Issue #11: Labor/Management Meeting Minutes - The union would like to
see the minutes posted in the Outlook system under the CRCI section. We would proposed minutes be posted dating back to January 1, 1999. Does this suggestion have value?Final minutes can be put in a folder on the system. Will put on as many as we have back to January, 1999 - read only format. By next meeting.Discussion: Malizio checked with Snell to see if this can be done.

Issue #12: Tuberculosis Testing - TB Testing was halted during the
Security - Plus strike and was to resume at some point. When are we to receive the opportunity to be tested for tuberculosis?anyone not having had the TB test could do so at any time. Staff can request TB test at any time. Contact the clinic.Discussion: Krahn said she sent out an e-mail after the strike that

Issue #13 Portable Radios - The portable radio situation has not
seemed to improve. On April 20, 2000 there were 22 radios with "out for repair" tags on them. Radios are being placed in service and within a few days they are being taken out of services as they fail to transmit or receive. Batteries are not holding charges. The Union is prepared to advance this issue to higher levels if this will assist in CRCI's effort in resolving this issue.of service. Know it is a budgetary item, and understand Department is working on for next biennium, but what do we need to do help get fixed.Discussion: Batteries are reportedly inadequate. Right now 25 radios out
Other institutions have received new radios. Tom Mahon has implemented a
tracking system. LeRue has been working with Tom Mahon. Currently have 28 radios working available. Radios from PRCF and SRCI are at Umatilla shop being inventoried, repaired, etc. As soon as this is complete, CRCI will get the radios.Have set up a tracking system at CRCI to
track radios here and when they are in Salem. LeRue Edwards has contacted Mahon twice for property tags and have not been received yet.Action: May have to take radios to Salem and put property tags on in
Salem. Will be taken to Salem. We will continue to work on this issue. And will look at the battery purchase issue. System needs to be re-tuned, try to remove dead spots. This has not been done for a long time. Long will have conversation with Mahon on Tuesday when he meets him at SFFC..Is there something the Union can do to help.
McGee will think about it. Let Management get back to Union on this. Can we get details of budget request - this is not commitment for the dollars. Do not have the details only the dollar figures.Remain on Agenda.

Issue #13 Hepatitis A shots
checked with OSHA - not required. DOC will not provide Hepatitis A shots.Discussion: Hepatitis A shots are not a Health Services Issue. Greg has
Hepatitis B shots - Clinics being held are not being announced. Medical
community does not know how long the Hep B shots last. Titer test is available to staff through their doctors. Action - Smith is working on trying to get OHSU to have a couple of clinics at CRCI for staff. Shots.Action: None - discussion only.
