Agenda Item #1:    REVIEW AND APPROVAL OF PREVIOUS MINUTES:

DISCUSSION:    January 14, 1999 minutes Reviewed and Approved as amended.

ACTION:    Minutes approved. Final copy to be distributed.

Agenda Item #2:    Work Crew Assignment Process

DISCUSSION:    Four issues with the language. Rather than contract agreement, make Letter of Agreement with sunset clause. Management cannot agree with language that criteria is mutually agreed upon. Prefer to keep as determined by Management with consultation with union. Exemption of work crew supervisor from regular bid process - what happens if not enough staff bid for work crew assignments? We would fall back to management has the right to assign work. Trial service staff may be assigned if management feels they are qualified.

ACTION:    Will go forward for bids under present procedure and forego Letter of Agreement. Procedure needs to be signed and distributed.

Agenda Item #3:    RFM Differential for Trial Service CO's

DISCUSSION:    Ms. Smith updated spread sheet on cost of RFM versus penalty pay. It is less expensive to use penalty pay. Mr. McGee has asked Ms. Premo to change rosters to eliminate RFM position and use relief positions.

ACTION:    Will be explaining to staff exactly what relief position means on bid sheet and at musters. Ms. Premo to develop language and Mr. Campbell to review so everyone is clear on what relief posts will be. RFM differential will be discontinued, penalty pay and shift differential will be paid to relief positions when applicable. The seven (7) day notice provision will apply.

Agenda Item #5:    Overtime Procedure

DISCUSSION:    The revised procedure was distributed to the union. The union will read the procedure and get back to Management.

ACTION:    The union is to have formal input to management by March 1.

Agenda Item #6:    Minimum Staffing Levels

DISCUSSION:    CRCI 2001-2003 Budget Concepts asked for Intake/Segregation staff for the graveyard shift. We are performing suicide watches to document need for extra staff.

ACTION:    REMOVE FROM AGENDA

Agenda Item #7:    Format of Local/Labor Management Meetings .................................................Union

The local union desires to include the original question on the minutes.

DISCUSSION:    This can be accommodated. Mr. McGee wants both sides to get minutes out sooner.

ACTION:    Original question will be placed on copies of the minutes of future meetings.

Agenda Item #8:    Vehicle Maintenance ...................................................................................Union

When vehicles are taken to the Motor Pool for maintenance, security staff are being pulled from posts. Are there other options for maintaining vehicles?

DISCUSSION:    When vehicles need to go to motor pool sometimes need to scramble to find staff to transport vehicles to motor pool. Union stated other institutions vehicles are taken care of by maintenance. Control Center Sergeant should not be coordinating. The things that need to be considered are:

Coordination

Maintenance

Movement of vehicles

Operators not always doing routine inspections

ACTION:    Review with Physical Plant Manager, Jerry Sandver, and consider entire process; report back at next meeting.

Agenda Item #9:    Trading shifts/days off ....................................................................................Union

Recently staff have traded shift and day off assignments. Can we formally make this a part of the Institution procedures on Staff Scheduling and Attendance? Can staff trade scheduled vacation times?

DISCUSSION:    Staff traded assignment/days off - the Union was not notified of hardship as noted in CRCI's Procedures. This needs to be worked out by Security Manager and Union President. This is part of the procedure. Ms. Premo indicated not aware of the policy, but will follow policy in the future. Procedure/policy needs amended to say "approved by the Superintendent".

Staff cannot trade entire shift and days off. Staff cannot trade vacations. "Hardship" is done on a case by case basis.

ACTION:    The procedure will be revised. Ms. Premo will assure the revision includes "hardships" are to be approved by the Superintendent.
